We are going to install OPA 12.2.16 and as per our understanding OPA Hub is hosted over Fusion MW.
If we need separate license for FMW or it is included in OPA Hub license.
Oracle Policy Modeling, which is used to author the rules, is licensed per application user, for policy authors
Oracle Policy Automation, which is the main server component & hub, it's licensed either by
- Processor, or,
- Application User (number of end users of OPA, min 500)

The only Prerequisites, entitled products, and restricted use licenses for Oracle Policy Automation private cloud edition products are found here:

Any additional ones you will need to request license at the non-tehnical teams.
